procedure subsequent to the finding of plague rats, and if we
had knowledge of every rat suspected of infection instead of
those merely proved infected we should probably have been able
to mitigate the severity of the epidemic.
The recently published reports of the Indian
Plague Commission warrant us in adopting such a course in
future.

I attach a tabular statement of plague
cases, rats collected and brief notes of measures taken since
1900.
The opinion put forward above are tentative
and may require modification when the 1908 epidemic is reviewed
after examination of all the data to be considered in the pro-
-duction of the usual annual report on plague.
26th. July, 1908.
